I'll give many ways to get out there.
Disclaimer: each thing I mention may or may not work. Some people are luckier than others, but you have to do what you can do try to be more noticed. So the list I make is what has helped me or has helped others I have seen.
-Keep drawing and posting! You won't get noticed if you don't keep making work. If there's stuff keeping you from drawing, however, that's understandable.
-with above: post the art you HAVE made to several sites. This is best during the times you can't do art for whatever reason. You're still getting yourself out there.

•www.furaffinity.net/ (furry and humanoid art can be posted here)
•inkbunny.net/ (mainly furry)
•www.sofurry.com/welcome (mainly furry)
•www.weasyl.com/ (all art including drawn porn)
•www.tumblr.com/ (use LOTS of tags! People are bad with reblogging art here, which is the main way with getting seen from what I have noticed)
•twitter.com/ (I have heard some good things about sharing art on twitter)
•www.facebook.com/ (I have also heard good things about making a group on here for art)
•www.tsu.co/home (you can actually make money here by sharing your art. I just haven't done too much here yet and don't know exactly how it all works)
•toyhou.se/ (a place to share your characters and make profiles for them. You'll need to get a code from someone, however)
--choose one site at a time. Don't do them all at once or else you'll overwhelm yourself. Also don't try to do EVERY art site unless you feel like you could handle them down the line.
---when you post to these sites, don't spam them. Post 1-3 a day, though once a day would be preferred. That way you can slowly get used to the site and feel a more a part of it. In the mean time, browse around and find other people to follow and maybe even comment.
-COMMENT! It will be easiest with the site(s) you already use, so start there. Comment on people's art, and make it more than one word. Make it a meaningful comment. You may not get a response, but others will see your comment and MIGHT check out your own profile! If more people commented, the community could grow even more! Of course, if you're super busy only do this when you can.
-Be active with your watchers! This is something I ACTIVELY do because I love talking to you guys! So this means respond to comments (within reason) and post journals. Some people may be against this point, but I think it's great when artists let their own personal life into their gallery, as long as it's not a bunch of negative things. Keep in mind that lots of venting and ranting can scare people away. For that it may be best with close friends and/or family. But with normal stuff you do in your day, go ahead and share it! People may not comment, but that's okay! The biggest thing is simply asking your watchers questions. Can be from something small to yourself, to anything else. Just note that stuff about politics or other heavy topics also may scare people away.
-Join groups! Smaller groups might actually be better because larger groups might post a bunch of art at once, drowning out what you had posted. But you can also do a mixture of both. Post your art wherever you can with the groups! But make sure to follow their rules as well.
-Give llamas! When you give a llama, people tend to check out your profile. This has been THE biggest thing for me getting more people to see my stuff on DA. Here is the easiest way to give llamas: I give about 1,000 llamas a day. Go on people's watch lists and just give the llamas down the list. ( *name*.deviantart.com/modals/watchers/ ) Replace "*name*" with someone's name.
I'd suggest giving llamas to watchers who watch artists who do things similar to you.
Avoid Sakimichan's list, however. Most of the new watchers of hers are brand new accounts and I suspect them being spam accounts. Also go on the front page with the 8 hour and 24 hour popular art and give llamas to the commenters. That shows the ones who are active!
Warning: you'll get lots of people thanking for llamas, and you might end up getting creepers or people who are actually mad at you for it. If they say they don't want to get llamas, inform them that they can turn off the notification in settings. Others will call you dishonest or something to try to make you feel bad. Ignore them. You are cheering more people up than annoying people, so keep giving llamas!
-Fanart! Draw fanart of your favorite games or shows, or even favorite characters from other deviants! Only do this if you don't mind being seen for just your fanart work, but this will surely get more people to check you out. Again, only do this if it's fun for you. I will personally rarely do fanart because I want my original art front and center.

This site has continually made me annoyed for ~4 months now. I've gotten to the point where I don't feel the want to post here anymore unless they change/fix certain things. Activity on its own has gone way down, and I had wanted to post more and more to be more active... but the last journal post just brought me back to frustration. Other sites that have changed or even when DA made their big change before the Eclipse one) I got used to pretty quickly, but this new one they forced on us when it wasn't even complete... I can't do it. I really tried, and thought I'd get used to it, but I can't when some things are either broken or don't work the same anymore. I still can't tell if it's a bug or a feature taken away that I can't show people's icons. I think it only works in art submissions? Dunno, but it doesn't work on my page or journals. So, I'm going to leave DA (HOPEFULLY just temporarily) until they fix everything. Though if it's still horrible to use when they claim it's all
My Own Random Generator List
There are many times where I can't figure out what to draw, so I tend to put a few art ideas in a random choice generator. But now I decided to make it so all of my current art ideas can be in one place, and I can use a random number generator instead! (this is, of course, when I want to do personal art). There are certain things I added to the list that are more vague (like 'draw fanart' or 'draw a gift' or 'paint something') cuz I don't wanna list out all of those options. Also this is a never ending list! I'll keep adding more, and certain ones might "expire" (I no longer will want to draw the thing), so it can really make me think if it's something I really wanna work on! Also they can range from sketches to full on illustrations or comics! I'd be curious to know if any of these stand out for you. :3c (I will not update THIS list in the journal. I hit a rock at 65mph
So last night I was coming back from my mom's house, and as I was getting closer to my dad's house, the car in front of me moves out of the way and suddenly I see this large white rock (half the size of a tire) and I couldn't react in time while going 65mph, so it possibly popped both left tires. I was very lucky I didn't lose control of the car, but I was able to move over to the side of the road calmly enough. I felt shaken, but okay. I called my step mom and let her know, so my dad came over to me. Before he got there, a guy in a white convertible pulled over in front of me. I thought he also hit it, but he backed up to me and wanted to see if I was okay. I gave him the ok sign a few times and gave a thumbs up, so he went on his way. Then shortly after a cop stopped behind me. Asked what happened, so I let him know. He offered to call for a tow truck, but once my dad got there I let them talk about it. I'm driving my dad's car, after all. During that time, the cop got a message
